    <headline>Flash Flood Warning for Western San Diego County and the Poomacha, Rice and Witch Burned Areas</headline>
    <description>On Friday, December 07, 2007, the National Weather Service issued a flash flood warning for western San Diego County in Southwest California.  This includes the cities of Ramona, Poway, Escondido, El Cajon, Valley Center, Santee and Lakeside.  In addition to flash flooding, rainfall is expected to cause debris flows in the Poomacha, Rice, and Witch fire burned areas. </description>
    <instruction>A flash flood warning means that flooding is imminent or occurring.  If you are in the warning area, move to higher ground immediately.  Residents living along streams and creeks should take immediate precautions to protect life and property.  Do not attempt to cross swiftly flowing waters or waters of unknown depth by foot or by automobile.</instruction>
