    <headline>Flash Flood and Debris Flow Warning for Southern California</headline>
    <description>On Sunday, December 13, 2009, the National Weather Service issued flash flood warnings for the burned areas of the Station and Morris Fires in Los Angeles County, and for the area burned by the Poomacha Fire in San Diego County.  Doppler radar indicated moderate to heavy showers that were moving into the burned areas.  Almost one inch of rain was observed to have fallen within an hour in the area burned by the 2007 Poomacha fire.</description>
    <instruction>A flash flood warning means that flooding is imminent or occurring.  If you are in the warning area, move to higher ground immediately.  Residents living along streams and creeks should take immediate precautions to protect life and property.  Do not attempt to cross swiftly flowing waters or waters of unknown depth by foot or by automobile.</instruction>
