    <description>On Wednesday, January 20, 2010, the National Weather Service issued Flash Flood and Debris Flow Warnings for the areas burned by the Station, Santa Anita, and Morris Fires in central Los Angeles County.  At 3:40 pm pst, Doppler radar indicated moderate to heavy rain over the burn area, with more significant rain pushing into region through 4:30 pm pst.  Debris Flow and Flooding hazards are expected through 6:30 pm pst.</description>
    <instruction>A flash flood warning means that flooding is imminent or occurring.  If you are in the warning area, move to higher ground immediately.  Residents living along streams and creeks should take immediate precautions to protect life and property.  Do not attempt to cross swiftly flowing waters or waters of unknown depth by foot or by automobile.</instruction>
