In 1993 the Government Performance and Results Act (GPRA) legislated the requirement for Federal Agencies to produce Strategic Plans, Annual Plans and Performance Reports. OMB interprets the requirements and provides guidelines for planning and reporting in OMB Circular A-11 section 6. The President´s Budget, with guidelines also prescribed in OMB Circular A-11, had included the GPRA Annual Plan and report on the prior year. Under the President´s Management Agenda "inclusion" evolved to "integration" to a Performance Budget that justifies the request for funds in terms of performance -- future planned and prior year actual. The GPRA required Annual Report was merged with the Chief Financial Officers Act required Annual Financial Statements into a "Performance and Accountability Report". In 2009 the GPRA Annual Report will again be separated from the Annual Financial Report.
