The workshop will cover the Department’s recently OMB-approved Asset Management Plan, the Federal Real Property Profile electronic database, President’s Management Agenda scorecard, Interior’s Asset Management Team, Asset Management Partnership and much more. Bureau representatives will discuss program elements and activities, and share their accomplishments and challenges in carrying out the Executive Order and Asset Management Plan, and implementing their asset management planning programs. |

Contract fraud occurs in several forms including bid rigging, collusion, product substitution, illegal disclosure of procurement information and can occur during any phase of the contracting process. The financial impact of every lease entered into by a Federal agency must be properly reflected in the agency's budget, dependent upon whether the lease is classified as an operating lease, a capital lease, or lease-purchase. In June 2005, OMB Circular A-11, specifically mandated Federal agencies to submit to OMB for review of the scoring impact of a wide range of proposed leasing and financial activities (and must do so at the conceptual and planning stage). Dr. Eisen will present the problems and solutions to make sense of lease classification and scoring. |

The significant surge in the use of interagency contracting methods during the last few years has generated a great deal of interest in the subject from Congress on down. For example, the Government Accountability Office has declared interagency contracting to be a “high risk” area; Congress convened a joint industry/government panel of experts to investigate it. This workshop will review the concerns of the Inspector General and other stakeholders, and discuss what steps are being taken to minimize risks without diminishing the benefits. We will talk about the operation of the Economy Act, both on the sending and receiving ends, as well as proper use of Multi-agency Contracts (MACs), Government-wide Acquisition Contracts (GWACs), and Federal Supply Schedules (FSSs). Learn about authorities available to USGS to enter into agreements with Federal agencies, state and local governments, tribal governments, the public, non-profit organizations, and private entities. |

The Bureau of Indian Affairs' Realty, Probate, and Land Title Records Offices are currently reporting "time on task" and "units of work" on a monthly basis. Staff track and enter time worked for specific activities daily. Each month, data is uploaded into the "Cost Performance Management" (CPM) tool, enabling management to run reports on unit costs, productivity measures and other workload information. Reports can show current workload or reflect trend analyses. Currently there are approximately 50 different types of reports that can be run for various levels of the organization. This workshop will demonstrate how the CPM tool works, and the kinds of data that can be used for management decision-making. |

National Park Service Museum Emergency Response Team: Case Studies (Bob Sonderman and Pamela West, National Capital Region, National Park Service) |

Beginning in the fall of 2003 through the fall of 2005, the presenters, joined by several National Park Service colleagues have served as a team of emergency responders in the aftermath of a series of hurricanes that have struck the Atlantic and Gulf Coast states. These hurricanes left in their wake unimaginable devastation. Although insignificant compared to the human tragedy of these events – these hurricanes severally impacted the infrastructure and resources of National Park Service units in several states. During this presentation, Bob Sonderman, Senior Staff Archeologist, and Pamela West, Regional Curator, National Capital Region - NPS will discuss those impacts and specifically address the impact that these events had on museum and archeological collections in the care of the National Park Service and how these events lead to the creation of the National Park Service Museum Emergency Response Team. |

The National Aeronautics and Space Administration’s (NASA) 1999 audited financial statements were in error by approximately $644 million dollars. This error was on the Statement of Budgetary Resources (SBR). The error was in large part attributed to: not having a thorough understanding of the risks associated with the SBR; not clearly documenting and understanding the control environment around the statement; and, not performing sufficient test work over the accounts associated with the statement. While the GAO report associated with this error is primarily from the CFO audit perspective, the information can easily be applied to the A-123 process. In this session we will address the risks associated with the SBR, documenting the controls around the statement, and testing the controls. We will also look at ways to leverage control testing performed over the proprietary accounts in-order to gain confidence in the controls over the budgetary accounts. |

Office of Management and Budget Circular No. A-123, Appendix B established standard requirements and practices for improving the management of government charge card programs. During this session, Cynthia Martin, will discuss implementation of the circular, and changes since it was issued, including the status of creditworthiness determinations for all new charge card applicants. Cardholders and approving officials are the most effective tools against fraud and abuse. The roles and responsibilities of each will be covered, as well as what happens when fraud or abuse does occur. And the role of the Charge Card Support Center, what can they do to help you manage your program. |
