The Clearance Process for Customer Information Collection as a Result of the Paperwork Reduction Act (PRA)

NOTE: This list of actions pertains to both individual, bundled, and generic clearances with some minor changes.

1. Prepare first Federal Register notice
60 day notice
use future tense
need three original signed copies
models are available
2 weeks to write and get approved and signed by Division Chief
2. Submit notice to Bureau Clearance Officer (John Cordyack, x7313), who submits the package to the Office of Management and Budget (OMB) for entry in the Federal Register 1 week until notice appears in Register; Bureau Clearance Officer sends courtesy copy to U.S. Department of Interior (DOI)
60-day Period Starts
3. Prepare second Federal Register package to include:
a 30-day Federal Register notice (three original signed copies needed)
copy of first Federal Register notice
OMB form 83-1
PRA justification
copy of actual survey mechanism(s)
2-4 weeks to prepare and get approved; cannot be submitted to DOI Clearance Officer until the end of the 60-day period
60-day Period Ends
4. Submit package to Bureau Clearance Officer for submittal to DOI2-4 weeks for DOI approval
5. Forward package to OMB for entry in Federal Register 1 week until notice appears in Federal Register
30-day Period
6. OMB review and processing 30-60 days to process after close of 30-day period
7. Receive OMB clearance notification including a tracking number that must be included on all survey mechanisms. Clearance is good for 3 years.Entire process takes at a minimum 5 months.
8. As individual surveys are used under the generic package clearance, these should be submitted to OMB for a quick review and approval (10-day turnaround). 10-day review and approval period
