Can I still get the older topographic maps?

Yes. Quadrangle topographic maps originally published as paper documents in the period 1884-2006 have been scanned and published as the USGS Historical Topographic Map Collection (HTMC). These map images are published as GeoPDF documents, and can be downloaded free of charge through the same interfaces that serve US Topo maps.
As of April 2015, the HTMC maps are also available in GeoTIFF format, from the National Geologic Map Database through the Topoview application. The GeoTIFF versions are not yet available through other dowload interfaces, and are not yet available for bulk delivery.
