Data from The National Map is free and in the public domain. We use the "Cart" and "Checkout" terminology in TNM viewer only as a tracking mechanism to maintain download statistics.
USGS has implemented delivery of staged data from The National Map for themes, such as Contours, Elevation, Hydrography, Land Cover, and Orthoimagery, that no longer require custom clipping.
USGS has developed a ScienceBase Product Index API that will support calling our catalog of over two million staged data files.

An error may sometimes occur which times out the web browser after clicking on a download pop-up window. If you just try refreshing, it may open the archive (.zip) file. This occurrence randomly happens with download of Elevation and Orthoimagery data
Why did all available products fail to show up in the download selection box after initially choosing all product themes?
If you select too many product themes, such as every theme in the initial USGS Available Data for download selection box, you get this type of behavior where the dropdown menus are hidden. We recommend that you try downloading only up to five themes a
