Data from The National Map is free and in the public domain. We use the "Cart" and "Checkout" terminology in TNM viewer only as a tracking mechanism to maintain download statistics.
USGS has implemented delivery of staged data from The National Map that no longer requires custom clipping. Staged data has already been pre-packaged in tiles so users can download as much data as they want.
USGS has developed a ScienceBase Product Index API that will support calling our catalog of over two million staged data files.

Where can I find conversion scripts to convert downloaded raster data formats, such as for 3DEP, HRO, and NLCD products?
To help in the transition of raster data to different file formats, a set of scripts is available for download at http://viewer.nationalmap.gov/tools/rasterconversion/.
An error may sometimes occur which times out the web browser after clicking on a download pop-up window. If you try refreshing, it may open the archive (.zip) file.
Why did all available products fail to show up in the selection box after initially choosing all product themes for download?
If you select too many product themes, such as every theme in the initial USGS Available Data for download selection box, you get this type of behavior where dropdown menus are hidden.
