Subject: Mandatory Training – Notification and Federal Employee Anti-Discrimination and Retaliation Act (NO FEAR Act) Training on Discrimination and Whistleblowing in the Workplace

Effective immediately, the Department of the Interior is releasing its Fiscal Year 2013 online training on discrimination and whistleblowing in the workplace. As required by the Notification and Federal Employee Anti-Discrimination and Retaliation Act, commonly known as the No FEAR Act, biennial training is mandatory for all employees. The purpose of the training is to make all employees, including supervisors and managers, aware of their rights and responsibilities under employment discrimination and whistleblower laws. Please ensure that the training requirement is announced throughout the Bureaus and Offices. Each Bureau and Office, through its servicing Equal Employment Opportunity Office, is required to report on completion of the training to the Departmental Office of Civil Rights and the Office of the Inspector General.

The NO FEAR Act training must be completed by all DOI employees, permanent and temporary, no later than August 30, 2013. Bureaus may elect an earlier completion date to ensure compliance. The course takes approximately 60 minutes to complete.

Newly hired employees must complete the training within 90 calendar days of their employment. The NO FEAR Act course is auto-assigned to new employees when their DOI Learn accounts are created.

The course is being assigned to all employees in DOI Learn and can be found in the My Learning area of the users’ My Home tab. The course can also be found by clicking at: https://gm2.geolearning.com/geonext/doi/coursesummary.CourseCatalog.geo?id=88472. If technical difficulties occur, users should contact the DOI LEARN Helpdesk at 866-466-1998. The recommended browser for the training is Internet Explorer (IE). However, if technical difficulties occur with IE, users may utilize the Bison Connect browser (Google Chrome) or call their servicing IT Helpdesk for assistance.

The Department is committed to having a workplace that is free of discrimination and retaliation for whistleblowing. It is essential that the rights of employees, former employees, and applicants for employment be protected under the anti-discrimination and whistleblowing protection laws. Your assistance in ensuring that all of your employees take this training is greatly appreciated. If you have questions, you may contact Sharon D. Eller, Director, Office of Civil Rights, at (202) 208-5693 or Sharon_Eller@ios.doi.gov.
