Internal Processing Procedures for Servicing Human Resources Offices

1. The student loan service agreement will be filed on the right side of the OPF (according to OPM, this is appropriate).

2. The service agreement will be flagged with a green sheet of paper (PDF, 60 Kb). This will ensure that if an employee leaves DOI or transfers to another DOI bureau, the correct action can be taken.

The flag sheet will include the following statement:

"This employee is receiving student loan repayment benefits. The service agreement expires ________(date). (1) If the employee leaves DOI during his/her service agreement period, the SPO will notify the Payroll Office that the employee must repay the entire gross amount that was paid to him/her. USGS can then begin the process of recouping the entire amount of the gross payments. (2) If the employee leaves for another DOI bureau during the service agreement period, the SPO will inform the DOI Payroll Office to stop making payments and will also notify the gaining bureau that the employee received student loan repayment benefits and USGS should be notified if the employee leaves the gaining bureau during the service agreement period."

3. If USGS hires an employee from another bureau who was receiving the benefit, the flag sheet (PDF, 60 Kb) will include the following statement:

"This employee was receiving student loan repayment benefits from another DOI bureau. The service agreement expires _________. (1) If the employee leaves DOI during his/her service agreement period, the SPO will notify the Payroll Office that the employee must repay the entire gross amount that was paid to him/her by the other bureau. USGS will then begin the process of recouping the entire amount of the gross payments and reimbursing the bureau that paid the loan. (2) If the employee subsequently leaves USGS during the service agreement period for another DOI bureau, the SPO will notify the gaining bureau that the employee received loan payments from the original bureau and is still on a service agreement.

4. When the student loan repayment benefit is used for recruitment purposes, the selected candidate will sign the student loan service agreement upon processing in.

5. The SPO will process an SF-50 (NOAC 817) reflecting approval of the student loan repayment benefit.

  2. Student Loan Repayment Benefit Flag Sheet Statement (PDF, 60 Kb) for hires of DOI employees who were receiving the student loan repayment benefit from another DOI bureau (for #3 above)
