308.75 – USGS Executive Leadership Team

Instruction: This is a new Survey Manual chapter.
1. Establishment. This chapter establishes the Charter for the U.S. Geological Survey (USGS) Executive Leadership Team (ELT).
2. Purpose. The ELT serves to ensure successful delivery of the USGS mission. The ELT accomplishes this by focusing on shared interests and needs, and setting our highest priorities, allocating resources and managing the workforce to meet those priorities, assessing organizational risk and performance, and developing common communication messages. The ELT, as a deliberative body, reaches its recommendations on actions through mutual consensus based on a shared vision for how to attain common goals. However, the authority and responsibility for any final decision, ultimately rests with its chair, the USGS Director.
3. Membership. The ELT is chaired by the USGS Director. Members include: the Deputy Director, Chief of Staff, All Associate Directors, All Regional Executives, the Senior Science Advisor and Directors of the offices of Communication and Publishing, Budget and Performance, Science Integrity and Quality and the Chief Office of Equal Opportunity. Except where meetings are for principals only, if unavailable for a meeting, members will send an informed and empowered representative.
4. Support Staff. The ELT is supported by an Executive Secretary who serves as the recorder and ensures meetings are arranged, minutes and agenda published, new members are oriented, and actions are documented and tracked between meetings.
5. Working Groups. The ELT may charter ad-hoc or permanent working groups. The working groups focus on policy development or perform tasks of the ELT. Working groups make recommendations that are forwarded to the full ELT for action.
6. Meetings. ELT meetings are quarterly and are face-to-face meetings. These meetings may include at least one day of a professional development activity as well as a separate business meeting. General Sessions are held weekly and may be by teleconference, video teleconference (VTC) or utilize other technology. These meetings are agenda driven, limited in scope and are typically decision making sessions. ELT members are responsible for agenda items for these General Sessions related to discussions and deliberations that involve substantive issues needing resolution or closure. Special Sessions of the ELT may be called at the request of an ELT member. Special Sessions are generally informational in nature and are typically limited to a single topic. These meetings may employ teleconference, VTC or other technology. When meetings are not face-to-face, special efforts are made to engage all members in deliberations. The Executive Secretary will publish a 12-month schedule of quarterly meetings. Additionally, the Executive Secretary will establish a consistent day and time of the weekly meetings Special sessions will be announced as soon as possible and will generally be held on the same day and time of the week.
7. Confidentiality. ELT decisions are public while deliberations are typically confidential.
8. Communication. Agendas and minutes will be made available internally to USGS employees through a USGS ELT web site.
9. Termination Date. The ELT is a permanent committee with no termination date.
