1. Documentation. A formal personnel action request will be entered into the Personnel Automated System (PAS) in the following instances:
A. When a USGS employee is on detail or leave without pay to an IPA organization.
B. When a non-Federal employee is appointed (not detailed) to the USGS under the IPA.
