Instructions: This Instructional Memorandum (IM) renews without change IM No. OOP-005-01.
1. Purpose. The purpose of this Instructional Memorandum (IM) is to document the new competitive areas for the bureau.
2. Background. Competitive areas are established to define the boundaries within which employees compete for retention under reduction in force procedures. This document supersedes IM No. OOP-04-001 and establishes competitive areas for the U.S. Geological Survey (USGS). It serves to establish competitive areas primarily at the science center and/or office level. In addition, it creates competitive areas for new organizations to include the National Geospatial Programs Office, the National Geospatial Technical Operations Center, and the Office of the Associate Director for Human Capital. This IM provides for various organizational nomenclature changes including the renaming of the Water District Offices to Water Science Centers and the realignment of the National Center for Earth Resources Observation and Science under the Associate Director for Geography.
3. Responsibilities. The Office of Human Resources (OHR) is responsible for establishing bureau competitive areas. OHR coordinates with and gains the concurrence of the managers of the affected organizations when establishing competitive areas.
4. Cancellation. Competitive Areas are subject to periodic revision. This IM will remain in effect until September 25, 2007 or until superseded by a revision.
