1. Advertising.

A. Policy. It is the general policy of the Department of the Interior that paid advertising be used in connection with its programs only where legal requirements and authority exist (reference 470 DM 1.1E). Paid advertising must be used only where there are significant benefits that enhance public participation. See Survey Manual chapter 405.6, Paid Advertising, for policy and procedures on procurement of paid advertising.

B. Delegations of Authority. Pursuant to 44 U.S.C. 3702, publication of advertisements, notices, or proposals in a newspaper, must be authorized in writing by the Secretary. Department of the Interior policy extends this statutory requirement to advertising in all media, and delegates the Secretary's authority to the Assistant Secretary - Water and Science (see 205 DM 5.1). This authority is further delegated to the Director, U.S. Geological Survey by 220 DM 10.1B, and is hereby redelegated to the following officials, depending on purpose:

(1) PERSONNEL RECRUITMENT: Office Chiefs reporting to the Director or Deputy Director for Administration and Policy and managers and supervisors who report directly to a Senior Executive Service manager (SESer) or to an Office of Regional Services (ORS) Chief are delegated authority to approve advertising for personnel recruitment purposes.

(2) CONTRACTS and ASSISTANCE: The Chief, Office of Administrative Policy and Services is delegated authority to approve advertising for the purpose of publicizing contract actions or assistance opportunities. This authority is further delegated to the Chief, Office of Acquisition and Grants and to the Regional Acquisition and Grants Branch Chiefs.

(3) SURPLUS PROPERTY: The Chief, Office of Administrative Policy and Services is delegated authority to approve advertising of surplus property for disposal. This authority is further delegated to the Chief, Branch of Property Management and to the Regional Management Services Branch Chiefs.

(4) OTHER THAN 1-3 ABOVE: Office Chiefs reporting to the Director or Deputy Director for Administration and Policy and managers and supervisors who report directly to an SESer or ORS Chief are delegated authority, with final concurrence of the Bureau Public Affairs Officer, to approve advertising for purposes other than recruitment, contracts and assistance, and surplus property.

C. Obtaining Approval to Advertise. To obtain approval to advertise, the requiring office should prepare a brief memorandum to the appropriate approving official, addressing the following items: the reason(s) advertising is needed, date(s) or frequency the advertisement will appear, and the name and basis of selection of the publication in which advertisements will be placed.

2. Telephone Service in Private Residences. Pursuant to the Treasury, Postal Service, General Government Appropriations Act for Fiscal Year 1992, Public Law 102-141, Section 625, authorizes the use of appropriated funds to pay for installation and basic service for an additional telephone line in the homes of those employees who work from home. These phones are specifically for Flexiplace participation. Adequate safeguards against misuse must exist and the telephone service must be necessary for the direct support of the bureau's mission. Approval for payment for telephone installation and service rests with the first level of supervision in the employee's chain of command that has budget authority. [Public Law 102-141 was signed on October 28, 1991, and the provision for telephones is issued on a fiscal year basis in the above appropriations.
