3D Elevation Program Broad Agency Announcement (BAA) FY20 Awards

The U.S. Geological Survey’s National Geospatial Program is pleased to announce awards resulting from the USGS Broad Agency Announcement (BAA) for the 3D Elevation Program (3DEP), initially issued on September 9, 2019.

The BAA is a publicly accessible process to develop partnerships for the collection of lidar and derived elevation data for 3DEP. 3DEP presents a unique opportunity for collaboration between all levels of government, to leverage the services and expertise of private sector mapping firms that acquire the data, and to create jobs now and in the future.

This map shows the geographic extent of existing and in progress 3DEP data acquisition projects as of January 2020.  FY20 projects are the result of partnership projects awarded through the FY20 3D Elevation Program (3DEP) Broad Agency Announcement (BAA) and though ongoing Federal coordination via the 3DEP Working Group.

The USGS, along with other federal, state, local, and private agencies, has established the collection program to respond to the growing needs for high-quality, three-dimensional mapping data of the United States. Current and accurate 3D elevation data are essential to help communities cope with natural hazards and disasters such as floods and landslides, support infrastructure management, ensure agricultural success, strengthen environmental decision-making and bolster national security. Federal funds to support this opportunity our provided by the USGS, the Federal Emergency Management Agency (FEMA), and the Natural Resources Conservation Service (NRCS). The USGS is acting in a management role to facilitate planning and acquisition for the broader community, through the use of government contracts and partnership agreements.

In 2020, the 3D Elevation Program offered partnership funding to 25 proposals in 15 States.

AL - 2020 Alabama Multi-Region Lidar Project: 

The lidar collection for the 2020 Alabama Multi-Region Lidar Project will result in updated and enhanced elevation coverage for 17 counties within the State of Alabama. Furthermore, the Alabama Geographic Information office (AGIO) and the State of Georgia Geographic Information Office have been working together to maximize the effectiveness of their programs by designing their project areas to help achieve contiguous coverage along both States' borders. This ultimately satisfies the priorities of all levels of government from local, state, federal as well as the general user community. In addition, the majority of the counties selected in this effort would not be able to acquire lidar due to the cost. This project is permitting the state an opportunity to share in the cost for areas that would not acquire it otherwise. 

 

AZ - Grand Canyon National Park, QL1 Lidar 2020: 

As part of its five-year plan to acquire QL1 lidar data over its entire land base, Grand Canyon National Park is planning to acquire 528 sq. miles of QL1 lidar over 9 priority HUC 10 Colorado River watersheds within the Park. This project will help inform archaeology, fisheries, hydrology, habitat, wildfire, infrastructure, and other resource inventory, monitoring, and planning efforts. 

 

AZ - NRCS Priority Areas:

The USDA-NRCS in Arizona would like to capture ~840 square miles of QL1 lidar data. These areas have been identified as high priority need and follow predominantly 10-digit watershed boundaries with certain deviations as appropriate. NRCS-Arizona is applying to the 3DEP program for additional funding to meet its target goal and to provide a platform for other federal and state agencies.  

 

AZ - Cochise County QL1 Upgrade and Expansion:

NRCS-Arizona is upgrading an existing project over Cochise County, AZ from QL2 to QL1. The Cochise County project is collecting the remainder of the county that does not have current 3DEP quality lidar data. This project was also expanded to include an additional ~600 sq. miles of QL1 NRCS high priority area in Graham County.  

 

AZ - Maricopa and Pinal Area Private/Public Partnership Project:

L3Harris is proposing to process and deliver 8 points per square meter (QL1) of Geiger-Mode lidar data for over 5,000 sq. miles in Maricopa and Pinal counties in the state of Arizona. The project site overlaps with NRCS FY20 high priority areas of interest.  L3Harris has developed cooperation and funding support with Maricopa County, Pinal County, State of Arizona, Maricopa Council of Governments, and a local FEMA Region IX District. 

 

CA - Southern Sierra All-Lands Restoration and Recovery Program (SSARR):

This acquisition will support the Southern Sierra All-Lands Restoration and Recovery (SSARR) Program with assessments of forest conditions and planning treatments to improve forest resilience to future droughts and fires. The lidar acquisition will cover portions of Mariposa, Madera, and Fresno counties in California. The region has experienced prolonged drought, reduced snowpack, the legacy of fire suppression, a warming climate, and epidemic levels of bark beetle attacks in forests. These stressors are interacting to cause extensive tree mortality and produce uncharacteristically large and severe wildfires. The SSARR Program was commenced to significantly raise the local capacity in the southern Sierra to repair and restore this landscape to a climate-resilient state that can sustain and recover from current and future stressors and disturbance events. The SSARR partnership includes federal, state, and local agencies; a Native American tribe; and NGOs. 

 

CA - Completion of Lidar Data for Santa Cruz County, California:

The San Mateo Resource Conservation District and the Santa Cruz Mountain Stewardship Network (SCMSN) have embarked on development of fine-scale vegetation map and topographic database for Santa Clara and Santa Cruz Counties. In 2018, NOAA collected Q2 lidar for 3/4 of Santa Cruz County, leaving a gap along the northwestern border of the county. The purpose of this project is to collect lidar data for the remaining portion of Santa Cruz County. Once this gap is filled, much of the entire central coast of California will have high quality lidar data to support regionwide and local land management and policy. The lidar data will support creation of: 
  

  • 80-100 class fine scale vegetation maps with a 1-acre mmu  
  • Digital surface models, digital terrain models, hillshade, and contours  
  • Impervious surfaces map (trails, roads, buildings, dozer lines), and  
  • 5m wildland fuels map including lidar derived ladder fuels. 

 

CA - Santa Clara County Lidar Acquisition Project:

Santa Clara County in partnership with public agencies in the region, is planning to acquire Light Detection and Ranging (lidar) and derived products. Lidar and derived products will significantly increase the efficiency in many government operations.  The identified use cases include: - Identification of un-assessed or new construction buildings through change detection- 3D visualization for public safety responders and better situational awareness- Vegetation management- Water body investigation for vector control- 3D zoning.  The project scope also include the Ortho and Oblique imagery capture that will be used in conjunction with the lidar data. This should significantly increase the usability and effectiveness of tackling the local government and public agencies' operational needs. 

 

CO - 2020 Denver Regional Lidar Project:

The Denver Regional Council of Governments, in partnership with more than 30 local and state partners, is planning to acquire approximately 5,000 square miles of lidar in the Denver Region. This project will collect data in urban areas where significant growth has occurred in recent years and in mountainous areas where no previous collection exists. The data will support a variety of use cases including infrastructure and development planning, asset collection, water modeling, and as an input to other foundational data sets such as orthorectified aerial imagery, land use land cover classification, and planimetric feature attribution. 

 

HI - 2020 Oahu-Maui Nui Lidar Project:

A cross-sector partnership comprised of the National Oceanic and Atmospheric Administration's Office for Coastal Management (NOAA OCM), Hawai'i State Office of Planning (OP), Maui County, Pulama Lānaʻi, Esri, and the U.S. Geological Survey (USGS) are applying for matching funds through the 3D Elevation Program (3DEP) to collect high-accuracy, high-resolution elevation data across the islands of O'ahu, Maui, Moloka'i, Lānaʻi, and Kaho'olawe. The data collected will be made publicly available (at no cost) to support dozens of ongoing and future projects in fields related to hazard resiliency, environmental management, climate change adaptation, and infrastructure design.   

 

ID - Lidar for North Fork Payette & Portions of Salmon Watersheds, Idaho:

The USDA Forest Service, Idaho Department of Lands, and additional federal partners propose the collection and processing of QL1 lidar data for the North Fork Payette and portions of the Salmon watersheds in west-central Idaho. The high-resolution elevation data will be used to support forest resources management, transportation and infrastructure management, geologic hazards mitigation, wildfire management and response, watershed and natural resources conservation, agriculture and precision farming, and flood risk management. 

 

MN - 2020 Goodhue County QL0 Lidar Data Collection:

Goodhue County, MN requests a cooperative agreement with 3DEP to acquire QL0 lidar data across the county. This county overlaps federal areas of interest from both USDA-ARS and the NRCS. This linear mode high density QL0 lidar project will help serve as a pilot project as the State of Minnesota continues to design their upcoming lidar projects that will meet the needs of many stakeholders. QL0 lidar data is currently needed by the County for several upcoming projects and will help fast track and reduce survey costs for a planned MNDOT project within Goodhue County. The data will support new floodplain delineation projects by FEMA and by Minnesota DNR Forest Resource to test data spec requirements for upcoming projects. The data will be used for watershed/pollution modeling by EPA county land conservation offices, and general topographic survey mapping by NRCS, USFWS, USACOE, Tribes, and private businesses 

 

MN - Northeast Forested Rainy Lake Lidar Acquisition Block:

The Rainy Lake Lidar Acquisition Block (LAB) is the first official phase of the multi-year effort of the Minnesota State Lidar Plan. This area, like much of the state, has experienced significant natural and anthropogenic changes that are not reflected in existing low density lidar data, including impacts from floods, blowdown, fire, terrestrial invasive species, mining, and development. This landscape is predominantly complex upland and lowland forest, glacial lakes, wetlands, and bog swamps, and the northern boundary is the United States Border. This project has many vested partners who understand the return on investment for high density lidar, with value to natural resource management in Minnesota. The majority of these lands are managed forests administered by the MN DNR, US Forest Service, and County Land Management offices. These agencies are working collaboratively to innovate forest inventory and water resources mapping using high density lidar. 

 

MT - Montana Statewide Lidar Acquisition Plan - Phase II:

 In June 2019, the Montana State Library published the Montana Lidar Plan. The plan creates an avenue for state, federal, local, and tribal entities to acquire lidar data through partnerships and coordination with the Montana Elevation Working Group and 3DEP. Montana partners identified in this proposal require lidar data for high-hazard dam assessment, flood-risk mapping, reservation-wide critical elevation and feature data mapping, National Forest planning and project implementation, and conservation planning on units of the National Wildlife Refuge System. Glacier National Park requires lidar data to conduct flood-risk mapping and guide a variety of facility management activities, in addition to core resource management needs, such as archaeological survey and vegetation structural analysis in high- value habitats. Additionally, high-accuracy elevation data leads to direct improvements to multiple Montana Spatial Data Infrastructure statewide GIS themes: elevation, hydrography, watershed boundaries, structures and addresses, geology, wetlands and riparian, land cover, transportation, mapping control, soils, and imagery.

 

NY - New York Central Finger Lakes Area Lidar Update:

This project continues New York State's efforts to update statewide elevation data via lidar collection in coordination with federal efforts. The planned project will cover all or parts of six counties (Schuyler, Seneca, Tompkins, Seneca, Steuben, Wayne, and Yates) in NY, replacing two lidar-derived datasets. All new collections will meet Quality Level 2 specifications and are planned to begin in Spring 2020. We have selected the project areas following discussions with FEMA, USDA-NRCS and USGS about planned federal lidar collections. The planned project area fills in the gap of the more recently covered projects by both federal and state collections.  Project extents will include overlap with these existing projects to ensure no gaps and to allow for comparisons. Completion of this project in conjunction with the ongoing FEMA project will mean that the Seneca watershed is covered by lidar from 2019 or later. 

Our proposed areas overlap areas of interest identified by the National Park Service, Agricultural Research Service, as well as the United States Geological Survey. Planning has been completed with input and support from NYS Agencies, as well counties and regional organizations. The project area includes approximately 1,455square miles of Marcellus Shale sources of natural gas.   

 

NY - Lake Ontario-Hudson River Region Elevation Mapping:

L3Harris is proposing to deliver 8 points per square meter (QL1) of Geiger-mode lidar data for the proposed areas of interest within the Hudson River and Lake Ontario region, in the state of New York. The proposed site locations encompass federal priority areas of interest to 3DEP. The data delivered to 3DEP and its partners is a Commercial-Off-The-shelf (COTS) product. 

 

OH - Ohio Statewide 3D Elevation Program - Phase 2:

The Ohio Statewide 3DEP Acquisition 2019-2021 project is a multi-year project to acquire QL1 lidar for the 41,276 square miles of terrestrial lidar for the entire state of Ohio. The project addresses several mission-critical functions identified in the National Enhanced Elevation Assessment supporting the efforts of the contributing partners to study and develop programs for natural resource conservation; agriculture and precision farming; flood risk management planning and response; water supply and quality; wildlife management; and river and stream resource management. The data developed and the information derived from this project will have far reaching benefits beyond those identified by the contributing partners. 

 

OR - OLC Upper John Day 3DEP 2020:

Oregon Department of Geology and Mineral Industries (DOGAMI) seeks 3DEP funding for the Oregon Lidar Consortium (OLC) Upper John Day 3DEP 2020 project. If funded, this lidar project would collect 2,711 sq. miles of Quality Level 1 (QL1) 3DEP lidar in the Silvies, Middle Fork John Day, North Fork John Day and Upper John Day watersheds within the Upper John Day sub basin in eastern Oregon. The lidar collected will be used by local, regional, state and federal agencies to improve natural resource management of forests, watersheds and habitats. The lidar data will also be made available to state and federal partners to improve risk mitigation from natural hazards such as flooding and landslides. 

 

OR - OLC Harney Silver 2020:

Oregon Department of Geology and Mineral Industries (DOGAMI) seeks 3DEP funding for the Oregon Lidar Consortium (OLC) Harney Silver 2020 project. If funded, this lidar project would take 637 square miles of high quality lidar collected in 2015 and 2017 and "upgrade" the data to current Quality Level 1 (QL1) 3DEP lidar Base Specification v2.1 standard. DOGAMI would also use 3DEP funding to acquire 286 square miles of new Quality Level 1 3DEP data in a high priority section of the Silvies and Silver watersheds in Harney County, Oregon. The lidar collected will be used by local, regional, state and federal agencies to improve natural resource management of watersheds and habitats in Harney County, Oregon. The lidar data will also be made available to state and federal partners to improve risk mitigation from natural hazards such as flooding and landslides. 

 

SD - City of Sioux Falls and South Dakota USDA NRCS Data Acquisition:

The City of Sioux Falls and the South Dakota USDA NRCS are collaborating to acquire 3DEP Quality Level 2 lidar data and derivatives for over 7,000 square miles comprised of nine counties in South Dakota including Brown, Lincoln, Union, Minnehaha, Moody, Brookings, Deuel, Grant, and Roberts. The data will be used to update flood maps, improve hydrologic and hydraulic modeling, feature extraction, and will aid in floodplain and stormwater management and infrastructure design. 

 

UT - 2020 State of Utah Lidar Acquisition:

The Utah Automated Geographic Reference Center (AGRC) is proposing a multi‐agency, local, state, and federal collaborative effort to acquire over 18,000 mi2 of high-resolution QL1 and QL2 lidar elevation data, and derivative products, covering portions of Utah and Nevada. This data will support land management, use, and development; mapping (i.e., mapping of geological features, hazards, flood potential, and wetlands); planning; and environmental management by a variety of governmental, industry, educational, and research organizations 

 

UT - Lidar for the Ashley National Forest, Flaming Gorge Ranger District, Utah:

The USDA Forest Service (USFS) proposes the collection and processing of QL1 lidar data for the Flaming Gorge Ranger District in Daggett County, Utah. The purpose of the project is to obtain high quality elevation data to support the conservation and management of watersheds and resources related to the Collaborative Forest Landscape Restoration Program (CFLRP). The purpose of CFLRP is to encourage the collaborative, science-based ecosystem restoration of priority forest landscapes. The project will also support other land management activities related to wildfire management planning and response, transportation and infrastructure management, and geologic hazards mitigation. 

 

WA - Pierce County 2020 Lidar Update:

Pierce County heavily utilizes lidar in the detection of landslides, flooding hazards and many other risks, mitigation planning for salmon and wildlife habitat as well as human concerns, water way management, permitting and numerous other governmental decisions. As the second most populous county in Washington, with many residents living in the shadow of an active volcano or on landslide-prone or flood-prone topography under heavy tree canopy, lidar has been an informative and valuable tool in recognizing risks and communicating those risks with residents to identify and encourage mitigation actions 

 

WI - 2020 FEMA Projects in Wisconsin -Brown and Rusk Counties: 

FEMA is providing funding in 2020 to acquire QL2 lidar for 1615 square miles in Brown and Rusk Counties in Wisconsin.  Brown County will contribute funds for upgrading the lidar collected in their county to the higher resolution QL1 standard.  High resolution lidar for Brown County is critical to help flood mitigation efforts due to record lake levels and rainfall totals in past two years. 

 

WI - 2020 Wisconsin Statewide Lidar Data Collection: 

The Wisconsin Land Information Program (WLIP) in cooperation with 3DEP will continue its goal to complete QL2 lidar statewide.  In 2020, Wisconsin will acquire QL2 lidar data for eight Wisconsin counties. The project area directly overlaps with NRCS priority areas for data collection and support local data needs by the DOT, DNR, tribes, county government, private business and more. The 2020 round of data collections will update many areas of the state with the oldest elevation data and cover several areas with recent significant flooding.  WLIP will administer the cooperative agreement and distribute 3DEP funds to counties.  Local contributing partners of Chippewa, Columbia, Eau Claire, Grant, Menominee, Rock, Sauk and Vernon counties individually contract with GPSC contractor team, Ayres Associates/Quantum Spatial, for data collection and processing services.
