Administrative Officer, GS-0341

Definitions:

UNDERGRADUATE EDUCATION: A year of undergraduate education is 30 semester hours, 45 quarter hours or the equivalent of college study. This education must have been obtained in an accredited college or university for which high school graduation or the equivalent was a prerequisite.

GRADUATE EDUCATION: In the absence of specific graduate program information, a year of graduate education is 18 semester hours or 27 quarter hours of graduate level college course work, or the number of credit hours the school attended has determined to represent 1 year of full time study. This education must have been obtained in an accredited college or university.

 

For GS-09:

Applicants must meet one of the following to qualify for the GS-9 level: One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-07 level in the Federal service. Examples of GS-7 level work include assisting with: 1) Preparation/execution of budgets; 2) preparing program/project documents, i.e., project descriptions and summaries; 3) coordinating procurement, property, vehicles, and space management functions; and 4) advising and assisting supervisors on actions concerning personnel matters.

**OR applicants may substitute successful completion of 2 years of progressively higher level graduate education or mater's or equivalent graduate degree (such as an LL.B or J.D). (36 semester hours, 54 quarter hours, or the equivalent).

For GS-11:

Applicants must meet one of the following to qualify for the GS-11 level: One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-09 level in the Federal service. Examples of GS-9 level work: 1) Participating in the formulation of annual operating budgets; 2) identifying reconciliation of a wide range of monthly expenditures against allocated funding; 3) utilizing spreadsheets and administrative system reports on obligations and expenditures; and 4) interpreting personnel policies for recruitment actions and appointment authorities.

**OR applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related). (54 semester hours, 81 quarter hours, or the equivalent).

For GS-12:

Applicants must meet the following to qualify for the GS-12 level:

One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-11 level in the Federal service. Examples of GS-11 level work: 1) Formulating and executing annual operating budgets; 2) analyzing budget/fiscal reports; 3) communicating with a variety of personnel at all levels in administrative management and support; 4) working with staff in interpreting human resources policies and directives; 5) reviewing and approving procurement activities; and 6) communicating and providing guidance to staff on issues.

 

For GS-13:

Applicants must have one year of specialized experience at or equal to the next lower grade level. Examples of this experience may include, but is not limited to: Working with other management officials to develop program goals, policies, and management operations; Working independently to find solutions to problems in diverse fields; Searching for, compiling and analyzing historical statistical and narrative data relating to budget and human resources staffing to determine the impact of higher level decisions and possible organizational impact; Supervising preparation of cooperative agreements with Federal, State and local agencies; Supervising preparation of internal documentation to insure accountability and distribution of funds to appropriate project accounts; Conducting onsite reviews of organizational administrative management programs to evaluate compliance with laws, regulations, and policy, adequacy of supporting documentation for proposed administrative actions and effectiveness of programs in support of organization mission requirements; Preparing cost-benefit analysis with recommendations regarding a variety of administrative functions including finance, human resources, material resources, maintenance, etc.
