Bruce E Taggart, Ph.D.


Dr. Taggart currently serves as a Bureau Approving Official (Geology) in Reston, Virginia, where he reviews and approves information products with interpretive research results for release to the public or other Federal agencies on behalf of the Director of the U.S. Geological Survey. In this role, he also provides advice to USGS Programs and Science Centers and others on the application of Fundamental Science Practices (FSP), including overall interpretation of policy, conduct of peer review, standards for policy review, and the application of science ethics to the science product development process.

Previously Dr. Taggart served as the Assistant Director of the USGS Leetown Science Center in West Virginia, from July 2005 to March 2013, where he provided day-to-day coordination and program guidance to the Center and its 5 component facilities in conducting research to provide information needed to restore, enhance, maintain, and protect fish and other important aquatic and terrestrial organisms and their supporting ecosystems. Additionally, he served as the Acting Branch Chief of the Northern Appalachian Research Laboratory in Wellsboro, Pennsylvania, a research component of the Leetown Science Center, from October 2011 to March 2013. As Assistant Center Director, Dr. Taggart was responsible for maintaining communications between the Center and other research and operational offices of the USGS to assure a coordinated and integrated effort to identify and solve problems and to provide expert technical support to meet Department of the Interior bureau information needs and assist other natural resource partners.

Prior to his arrival at the Leetown Science Center, Dr. Taggart served as the Chief of the Hydrologic Studies and Investigations Section (1997-2005), as well as Acting Chief of the Hydrologic Data Section (2004-2005) and Publications Section (2003) for the USGS Massachusetts-Rhode Island Water Science Center. 

From 1992 to 1997, Dr. Taggart was the Reports Specialist and Information Management Section Chief for the USGS Caribbean Water Science Center conducting editorial/technical reviews of Center publications and supervising the Report, Computer, and Geographic Information Systems Units.  Dr. Taggart also served as a Research Scientist in the USGS Water Discipline Research Grade Evaluation Program (Geomorphology and Sediment Transport; 1994-1996).  He served as a member of the Puerto Rico Council of Higher Education Evaluation Team tasked with the re-licensing evaluation of the University of Puerto Rico Mayagüez Campus (1996-1997). 

Before joining the USGS in March 1992, Dr. Taggart worked as a consulting coastal geologist in Washington State (1982-1984) and Puerto Rico (1985-1990), a soils geologist in Washington State (1980-1981), and a geologic field assistant in Alaska (1979).  He served in the U.S. Navy as a Quartermaster from 1973-1977.

Dr. Taggart earned a bachelor’s degree in Geology in 1980 and a master’s degree in Geology (Coastal Geology) in 1984 from Western Washington University.  He completed his master’s degree research on long-term sediment transport along the coast of Kitsap County in Puget Sound.  He was awarded a doctorate in Marine Sciences (Geology) from the University of Puerto Rico (Mayagüez) in 1993, where he completed his doctoral research investigating tectonic uplift and Quaternary sea-level fluctuations in northwestern Puerto Rico and nearby offshore islands.
