D. Phil Turnipseed

Phil is a Scientist Emeritus with the USGS Office of Surface Water (OSW). His duties include assisting the OSW in surface water hydrology and open-channel hydraulics related data collection and application with emphasis on the ISO Technical Committee 113 on Hydrometry, the World Meteorological Organization, and other OSW international responsibilities and programs.
