Heather Bupp



Heather is a graduate of Washington College of Law at American University in Washington, D.C, where she has been Adjunct Faculty. Heather also was Adjunct Faculty for Legal Ethics and Legal Technology at Georgetown University. Heather graduated from The Pennsylvania State University, Main Campus with a B.A. in Political Science.  


In 2009 she was selected to be a Fellow of the National Institute for Teaching Ethics & Professionalism in Atlanta, Georgia.  Currently, she is a Board member of the Rock Ethics Institute of the Penn State College of Liberal Arts, and former President of the Rockville Scholarship Foundation. Heather is licensed to practice law in Georgia, Maryland, Pennsylvania and Washington, D.C. 

Professional Experience:

Prior to coming to USGS Heather was a solo practitioner specializing in representing law firms, lawyers, and their clients in all aspects of professional responsibility, ethics, employment law, healthcare law, fraud and risk management. She also acted as an expert witness on professional responsibility and conflicts of interest matters. From 2011-2018, Heather was the Director of Ethics and Counsel to the Board of Ethics for the American Speech-Language-Hearing Association in Rockville, Maryland, where she adjudicated medical ethics claims of misconduct and provided ethical guidance through hearings, written opinions of the Board of Ethics, continuing education, and various speaking engagements.  Prior to that, Heather was Legal Ethics Counsel for the District of Columbia Bar in Washington, D.C., where she provided guidance to Bar members, law firms, clinics and the public on a broad scope of ethical issues.
