Responsibilities

As the Associate Director for the Office of Administration (OA), Jim is responsible for interpreting the application of federal and departmental policies as they relate to USGS requirements. She is also responsible for facilities management, finance, acquisitions and grants, human capital, technology transfer and intellectual property, and health and safety at the Bureau.

Career History and Highlights

Jim previously worked in the USGS’s Office of Communications and Publishing, where he served as the Acting Chief of the Internal and Audiovisual Communications team while on a detail from January 4 - May 13, 2016.

Jim comes to the USGS from the Bureau of Ocean Energy Management (BOEM), where he is the Chief of the Office of Budget and Program Coordination (OBPC) which is responsible for managing BOEM’s budget planning and execution processes, as well as administrative services. Jim has been the Budget Officer for BOEM and its predecessor organizations since 2004. Prior to joining BOEM, Jim held positions in the Office of Management and Budget, the Bureau of Reclamation, and the National Park Service. Jim obtained a Bachelors of Science in Business Administration from Northeastern University and a Masters of City Planning and Government Administration from the University of Pennsylvania.
