James Mays



As the Counseling and Mediation Program Manager, Jim Mays provides guidance, training, and other assistance on Equal Employment Opportunity (EEO)-related matters to managers, supervisors, and employees.  He manages the discrimination complaints programs and coordinates hearings and appeals with DOI, EEOC, and the Office of the Solicitor. He also develops and monitors implementation of the Affirmative Employment Plans (AEP), the USGS’s Special Emphasis Programs, and the Disability Program.

Career History and Highlights

Jim began his career with the federal government with the U.S. Postal Service as a distribution plant supervisor and EEO manager.  In 2007, he was hired by USGS as an EEO Counselor.  Jim was promoted to manager of the USGS Counseling and Mediation Program in 2010.


Jim studied at North Carolina Wesleyan College in Rocky Mount, North Carolina.
