USGS scientists William Fischer, one of the country’s first photo-geologists involved in interpreting geologic features from aerial photography, and hydrologist Charles Robinove propose remote a sensing satellite program to William T. Pecora, USGS director. The three then pitch it to Secretary of the Interior Stewart Udall.
