It is necessary for the withheld bit flag proof of performance to be concurrent with the point cloud delivery.

Background

The withheld bit flag usage proof of performance (POP) is used in the data validation process. Any discrepancy between the POP and the lidar point cloud delivery produces inconsistent results which is detrimental to both the data producer and USGS. This requirement assures consistency and will help reduce data validation failures.

In Data Processing and Handling: Use of the LAS Withheld bit flag: Proof of performance section add:  

  • The proof of performance shall be derived from the lidar point cloud as delivered.  

  • The proof of performance shall be recreated upon any changes to the point cloud.
