3D National Topography Model Working Groups

The 3D National Topography Model (3DNTM) Working Groups provide a forum for developing, executing and promoting a national strategy for acquisition, management, and distribution of elevation and hydrography data consistent with the goals of the 3D Elevation and 3D Hydrography Programs.  

The 3DNTM Working Groups consist of the 3DEP and 3DHP Working Groups. The 3D Elevation Program (3DEP) Working Group is accountable to the 3D Nation Elevation Subcommittee of the FGDC. The 3DEP Working Group, together with the Interagency Working Group on Ocean and Coastal Mapping support the OMB Circular A-16 responsibilities for elevation theme leadership for the 3D Nation Elevation Subcommittee.  

The 3DHP Working Group is a forum for Federal agencies to provide input and collaborate on the direction, development, priorities, management, technologies, use, and resources of the 3DHP.  The objective of the 3DHP Working Group is to advance a National Hydrography Program that will underpin interagency hydrologic observing networks, modeling systems, and water-related reporting and management efforts.  

The 3DNTM Working Groups report to the 3D Elevation Federal Interagency Coordinating Committee, which consists of executives of the 3DNTM Working Group member agencies. The Forum facilitates executive-level dialog and collaboration on strategies to implement and sustain the 3DEP and the 3DHP for the benefit of Federal stakeholders and the broader community.

3DHP Working Group

• National Oceanic and Atmospheric Administration (NOAA) / National Weather Service (NWS)

The National States Geographic Information Council (NSGIC) and the American Association of State Geologists (AASG) participate in 3DNTM Working Group meetings to represent state interests in the programs.   

Member agencies provide a primary and alternate representative, with the alternate acting for the primary as needed. The USGS is the lead agency for development and management of the 3DNTM component datasets. The USGS chairs the 3DNTM Working Groups and provides advisors to assist with programmatic and technical guidance on development and management. A joint meeting of the 3DNTM Working Groups is held monthly. 

The Emerging 3D Technologies Working Group (E3DWG) is the technical working group reporting to the 3DNTM Working Groups and provides information and recommendations related to 3DEP datasets and technologies. It consists of members of the 3DEP Working Group and others from the member agencies with an interest in emerging technologies and tool development. 

The 3DHP Technical Working Group (TWG) provides information and recommendations related to 3DHP datasets and technologies to the 3DNTM Working Groups. It consists of members of the 3DHP Working Group and other technical and subject matter experts with an interest or stake in the details of data and tool development.
