The USGS National Geospatial Program (NGP) collaborates with a wide range of stakeholders to share costs of topographic data acquisition in support of collective mission and business requirements. The Fiscal Year (FY) 2024 3DNTM DCA has been released. The initial deadline for project submissions was October 20, 2023. 

FY24 Collaboration Announcement (DCA) 

The DCA provides a mechanism for partnering with the USGS and other Federal Agencies to acquire high-quality 3D Elevation or 3D Hydrography data to provide the Nation with high-resolution topographic products to support a broad array of applications. The FY2024 3DNTM DCA was released on September 7, 2023. The initial deadline for project submissions was October 20, 2023. Project submissions received after the deadline will be considered for review after initial project selections are made. See links above for detailed information on how to partner with the USGS and other Federal agencies to collect updated topographic information for 3DEP or 3DHP. 

About the 3DNTM DCA 

The 3D National Topography Model (3DNTM) is a new initiative that updates, improves, and integrates USGS elevation and hydrography data to support the most demanding scientific requirements and enable data-driven decisions across user communities. Key elements of the 3DNTM are in place or under active development.   

As part of the transition, the USGS National Geospatial Program (NGP) is changing its process for finding and selecting partnerships beginning in FY 2024. The revised and streamlined structure is called the 3DNTM Data Collaboration Announcement (DCA). The DCA replaces the Broad Agency Announcement (BAA) and includes data acquisition partnerships for both the 3D Elevation Program (3DEP) and the 3D Hydrography Program (3DHP).  

The BAA was established for 3DEP acquisition beginning in 2015 with the purpose of providing a fair and open process for developing 3DEP partnerships and to provide increased visibility of the process to the broadest stakeholder community possible. The best practices established in the BAA are essential to and will be leveraged in the 3DNTM DCA.  

Since the first BAA in FY15, the USGS has supported over 235 3DEP projects resulting in more than 1,200,000 mi2 of new lidar data. More information about the BAA and past awardees can be found on the BAA Portal. The transition to the DCA marks the first year a partnership process will be available for 3DHP.
