Anne Barrett
Ms. Anne Barrett is the Associate Director for the Office of Budget, Finance and Analysis (BFA) at the United States Geological Survey (USGS). In this role, she is the Chief Financial Officer and chief adviser of all matters related to strategic budgetary, appropriations and financial matters.
Ms. Barrett also guides and oversees internal controls and working capital fund execution and policy, supports the Department of Interior’s Strategic Plan, and leads performance management and programmatic enterprise risk management. She also ensures compliance with legislative and regulatory requirements related to annual appropriations bill, funding received by the USGS, and the transfer of technology.
Ms. Barrett joined the USGS in 2015 as the Budget Officer, working with Congress, and the Office of Management and Budget (OMB) to fulfill administrations’ priorities within the budget before being appointed as the Associate Director for BFA.
Prior to joining the USGS, Ms. Barrett served as the Deputy Budget Director for the Department of Commerce (2010 – 2015), overseeing the development of the budgets for Commerce’s bureaus, and working closely with the OMB and the Congressional Appropriations Subcommittees to request and implement the budget. During her tenure, Ms. Barrett acted as the Department’s Budget Director where she worked closely with the bureaus to understand and communicate their needs. Ms. Barrett was awarded the Commerce Bronze Star for devising and implementing solutions to improve the budget formulation process. She also worked for the National Marine Fisheries Service (NOAA Fisheries) as the Deputy Chief Financial Officer (2006 – 2010), overseeing the functions related to budget formulation, budget execution, loans to the fishing industry, risk, performance, strategic planning, and other administrative functions. Ms. Barrett has also held budget and finance related positions at the Department of Interior, the United States Navy, and the United States House of Representatives.
Ms. Barrett is a graduate of the University of Maryland, where she earned her Bachelor of Arts in Psychology.
