100.7 - Organization and Location Codes

Instruction: This Survey Manual (SM) issuance revises SM 100.7, Organization and Location Codes, dated May 20, 1988.

1.  Purpose and Scope. This SM chapter establishes Organization and Location Codes for the U.S. Geological Survey (USGS).

2.  Policy. These codes are prescribed for use on all documents that require organizational identification.

3.  Organization Codes. The organization code is a ten-digit numerical code that identifies levels within the organization. The first two digits of the code represent the Bureau, with the USGS code set as “GG.” The third and fourth digits identify the Office, Region, or Mission Area. Values assigned are as follows:

HD - Director’s Office

HA - Office of Administration

HE - Ecosystems Mission Area

HW - Water Resources Mission Area

HH - Natural Hazards Mission Area

HM - Energy and Minerals Mission Area

HC - Land Resources Mission Area

HI - Core Science Systems Mission Area

HT - Environmental Health Mission Area

EM - Region 3: Great Lakes (Midcontinent Region), Region 5: Missouri-Basin (Midcontinent Region)

ES - Region 2: South Atlantic-Gulf (Southeast Region), Region 4: Mississippi-Basin (Southeast Region), Region 6: Arkansas-Rio Grande-Texas Gulf (Southeast Region)

EN - Region 1: North Atlantic-Appalachian (Northeast Region)

CM - Region 7: Upper Colorado Basin (Rocky Mountain Region)

WS - Region 8: Lower Colorado Basin (Southwest Region), Region 10: California-Great Basin (Southwest Region)

WN - Region 9: Columbia-Pacific Northwest (Northwest-Pacific Island Region), Region 12: Pacific Islands (Northwest-Pacific Island Region)

WA - Region 11: Alaska (Alaska Region)

The remaining six digits in the organization code represent the cost center level and are used to identify organizational levels within the assigned Office, Region, or Mission Area. For example, refer to the organization codes used in the Office of Administration as follows:

  • Code for Organization Level 1: GG00000000 (U.S. Geological Survey)
  • Code for Organization Level 2: GGHA000000 (Office of Administration)
  • Code for Organization Level 3: GGHAAEHC00 (Office of the Deputy Associate Director for Human Capital)
  • Code for Organization Level 4: GGHAAEHCA0 (Office of Human Resources)
  • Code for Organization Level 5: GGHAAEHCA2 (Employee Relations/Labor Relations and Benefits Team)

4.  Location of Employing Office. The location of the employing office will be determined based on the geographic location of the Senior Executive Service member with authority over a specific Office, Region, or Mission area. Employing office locations for organizations within the USGS are as follows:

5.  Organization Code Changes. Operating units are responsible for code structure, requesting new organization codes and changes in organizational nomenclature, and advising when such codes are no longer needed. Requests are submitted by completing the Form 9-3127, New/Change Organization Code Form. Requests for major organizational changes must be based on prior approval by the appropriate official as stated in SM 100.1, Policies and Procedures for Organization Changes. If not yet approved, proposed changes must be coordinated with the Office of Administration.

6.  Approvals. The Office of Human Resources is responsible for final approval of all organization codes, furnishing copies of organization codes and changes to the Office of the Director. Location codes used to identify employing office will be established and maintained by the Office of the Deputy Associate Director for Human Capital, Office of Human Resources.

7.  Expiration. This SM chapter must be reviewed and maintained every two years, or more frequently as needed.
