1. Purpose. This Instructional Memorandum (IM) provides guidance for charging leave to Disaster Relief Appropriations Act (DRA) funding.
2. Background. Public Law 113-2, Disaster Relief Appropriations Act, 2013, signed into law by the President on January 29, 2013, appropriated to the Department of the Interior, Departmental Operations account, $360 million for activities to restore and rebuild national parks, national wildlife refuges, and other Federal public assets; and to increase the resiliency and capacity of coastal habitat and infrastructure to withstand storms and reduce the amount of damage caused by such storms.
3. Authorized Leave Costs.
A. Cost centers are authorized to charge a 20 percent maximum common services rate to projects funded by the Sandy Supplemental, as outlined in IMs AEI 2013-05 and AEI 2014-02. All leave related to Sandy Supplemental projects will be charged this overhead assessment which is set aside in specific common services accounts. No leave costs will be directly charged to the science project funding.
4. Leave Costs Previously Charged to DRA Science Projects.
A. All leave costs that were previously charged to a Sandy Supplemental science project must be moved in FBMS to the associated common services account using a Labor Adjustment.
