Overview

In 2024, Luxembourg was not a globally significant producer of mineral commodities. Production in the manufacturing, construction, and mining and quarrying sectors respectively contributed 7.5%, 3.0%, and 0.03% to the country’s total output. Mineral commodities produced in Luxembourg included cement, raw steel, and steel products. The legislative framework for the mineral sector in Luxembourg is provided by the Law of April 21, 1810, on Mines, Mining, and Quarries, amended by the Law of May 10, 1898, and implemented by the Grand-Ducal Decree last amended November 5, 1955. Additional mining legislation includes the Law of June 12, 1874, on the Regime of Iron Mines and Ore, amended July 26, 1975; and the Law of April 17, 2018, on Territorial Planning, amended February 1, 2021, and implemented by Grand-Ducal Decree last amended October 25, 2024. Most mineral commodities were produced by private companies with foreign ownership. ArcelorMittal S.A., headquartered in Luxembourg, was one of the world’s leading steel producers operating in 15 countries.
