Tribal Consultation

Consultation Overview

In consultation with federally recognized Indian and Alaska Native Tribes, Alaska Native Claims Settlement Act Corporations (ANCs), and Native Hawaiian Organizations, the Department of the Interior (DOI) has established policies and procedures in the Departmental Manual at 512 DM 4-7, and on the website of the Department’s Office of Native Hawaiian Relations. Those policies and procedures require the DOI and its bureaus to notify federally recognized Tribes, ANCs, and the Native Hawaiian Community of any operational activity that may have a substantial direct effect on them, inviting them to formal consultation. Substantial direct effect may include but is not limited to trust and reservation lands, water areas, and resources, as well as reserved hunting, fishing, or gathering rights on ceded territory. Based on those policies and procedures, the USGS has specific consultation policies found in Survey Manual chapter 500.7.
