Georgia low-flow and mean-flow update

A StreamStats migration in June of 2017 updated low-flow and mean-flow regression equations for Georgia StreamStats.
New equations were added to StreamStats for estimating the annual minimum 1- and 7-day average streamflow with the 10-year recurrence interval (referred to as 1Q10 and 7Q10), monthly 7Q10, and mean annual flow for northern Georgia. The new equations are from the report:
