Definitions:

EXPERIENCE: One year of work experience is twelve months working full-time (at least 35-40 hours per week). Part-time experience can be pro-rated (i.e., a year at 20 hours per week is credited as 6 months of experience). If your position consisted of mixed duties, experience credit is given for the percentage of time that you spent on qualifying duties (i.e., if you held a position for 2 years, full-time, consisting of 25% personnel work and 75% budget work, and then applied for a budget position you could calculate your experience as follows: 2 yrs = 24 months. 24 months x 75% [percentage of time spent on budget duties] = 18 months of qualifying experience.)

EDUCATION: One year of full-time academic study is 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. This education must have been successfully completed and obtained in an accredited business, secretarial, technical school, college or university for which high school graduation or the equivalent was a prerequisite.

 

For GS-04:

Applicants must meet one of the following to qualify for the GS-04 level:

One year of general experience which is defined as progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

**OR two full years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite.

For GS-05:

Applicants must meet one of the following to qualify for the GS-05 level:

One year of specialized experience in or directly related to the position to be filled that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. To be creditable, the required specialized experience must have been equivalent to at least the GS-04 level in the Federal service.

Examples of GS-4 level work may include: 1) performing computations based on prescribed instructions and procedures of the application of a limited set of statistical measures; 2) checking current figures on source data forms with previous reports or with corollary data in current reports to adjust figures or to determine reasonableness of changes; 3) preparing textual material such as explanatory notes accounting for coverage, time periods, or unit & classification definitions. For examples 1-3, the supervisor indicated the desired form in which data was to be presented, sources and computations to be used, and the procedures to be followed. Difficult problems were referred to a designated person for instructions, decisions, or action. Work was spot checked, and completed work was reviewed for adherence to instructions and policy.

**OR a full four years of progressive, successfully completed education above the high school level in any field for which high school graduation or the equivalent was a prerequisite may be used to meet the qualification requirements for GS-5.

**OR a combination of successfully completed post-high school education, as described above, and specialized experience, as described above, may be used to meet the qualification requirements for GS-5. For GS-06:

Applicants must meet the following to qualify for the GS-06 level:

One year of specialized experience in or directly related to the position to be filled that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. To be creditable, the required specialized experience must have been equivalent to at least the GS-05 level in the Federal service.

Examples of GS-5 level work may include: 1) recognizing interchangeability and duplicating of data in reporting forms and tabulations; 2) examining apparent skewed results or deviations from accustomed patterns; 3) performing computations with minimal instruction in the use of a limited variety of statistical processes, including selecting and applying appropriate formulas from a number of predetermined alternatives; 4) writing or changing standardized texts or writing textual descriptions of sources of data and methods used in compiling them. For examples 1-4, assignments involved application of standard general or specific instructions and required the identification and application of specific statistical methods, procedures, steps and sequences of relevant operations. Guidance was provided, upon request. Work was reviewed for logic, adequacy of coverage, use of proper techniques, consistency and conformity with procedures.

 

For GS-07:

Applicants must meet the following to qualify for the GS-07 level:

One year of specialized experience in or directly related to the position to be filled that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. To be creditable, the required specialized experience must have been equivalent to at least the GS-06 level in the Federal service.

Examples of GS-6 level work may include: 1) performing computations with minimal instruction in the use of a comparatively wide variety of statistical processes, including editing data and selecting and applying appropriate formulas from a variety of alternatives; 2) studying and examining skewed results or deviations from accustomed patterns in data and preparing explanations showing possible causes of such results or deviations; 3) developing preliminary drafts of procedures, forms, and instructions for collecting, editing, and compiling data; 4) developing a variety of tabulations requiring consideration of varied sources, limitations of data & degree of consolidation, refinement & validation required. For examples 1-4, assignments were made indicating the purpose and the use to which data or reports would be put. Guidance was provided on new developments in subject matter field, changes in programs, or deviations to observe. Completed work was reviewed for logic and form of presentation.

 

For GS-08:

Applicants must meet the following to qualify for the GS-8 level:

One year of specialized experience in or directly related to the position to be filled that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. To be creditable, the required specialized experience must have been equivalent to at least the GS-7 level in the Federal service.

Examples of GS-7 level work may include: 1) developing reports which require the same general types of computations and compilations occurring at lower levels, (e.g., performing computations from a wide variety of statistical processes; editing data; studying skewed results and preparing explanations), but which in addition require detailed scrutiny of the data, the methods used in collecting them, and the characteristics of the subject-matter area; 2) assuring consistency in approach, treatment, and presentation; making necessary adjustments in data to secure consistency and uniformity; 3) evaluating data in terms of currency, usability, and making estimates where data is missing based on previous information, previous reports, or consideration of factors which influence the subject-matter report.
