The steps inlcude the hydrogeologic framework, conceptual model, numerical model, scenarios, and policy/application. The customer need (problem) guides all aspects of the modeling project and, therefore, must be well defined at the beginning of the project. The published model must be thoroughly documented, scientifically defensible, and of sufficient scale and complexity to address the customer need (problem).
