Data Management vs. Master Data Management

Master Data Management are the processes that control management of master data values to enable consistent, shared, contextual use across systems, of the most accurate, timely, and relevant version of truth about essential business ethics (DAMA-DMBOK Guide, 1st edition, pg. 171). While this Web site addresses important aspects of Master Data Management, it will not guide the establishment of a full Master Data Management system.

 

What the U.S. Geological Survey Manual Requires:

SM 502.2 - Fundamental Science Practices: Planning and Conducting Data Collection and Research requires:

  • Data collected for publication in databases or information products, regardless of the manner in which they are published (such as USGS reports, journal articles, and Web pages), must be documented to describe the methods or techniques used to collect, process, and analyze data (including computer modeling software and tools produced by USGS); the structure of the output; description of accuracy and precision; standards for metadata; and methods of quality assurance.
  • The data collected and the techniques used by USGS scientists should conform to or reference national and international standards and protocols if they exist and when they are relevant and appropriate. For datasets of a given type, and if national or international metadata standards exist, the data are indexed with metadata that facilitates access and integration.

SM 502.6 - Fundamental Science Practices: Scientific Data Management requires:

USGS scientific data must be managed throughout the data lifecycle ... and when approved for release, these data must be made available to the public in accordance with USGS Fundamental Science Practices (FSP) requirements  (SM 502.8). Additional requirements such as those regarding review, approval, and release of all USGS science data and information are found in this and other underlying and related FSP policies. (e.g. 502.7, 502.8, 502.9)

 

What the "Office of Science and Technology Policy (OSTP)" Requires:

As of February 23, 2013, a memorandum from the President’s Office of Science and Technology Policy (OSTP) was released, titled "Increasing Access to the Results of Federally Funded Scientific Research [PDF]." It is intended to ensure that, "the direct results of federally funded scientific research are made available to and useful for the public, industry, and the scientific community." The USGS, "must maximize access, by the general public and without charge, to digitally formatted scientific data created with Federal funds..."
