Standardization of foreign place-names for use by the Federal government is carried out by the Foreign Names Committee of the U.S. Board on Geographic Names 

Information about foreign geographic names may be obtained from the Geographic Names Server (GNS), developed and maintained by the National Geospatial-Intelligence Agency. The GNS database is the official repository of foreign place-name decisions approved by the U.S. Board on Geographic Names.
