1.    General Responsibility.  Human Resources Office staff interprets Federal rules and regulations; explains the Bureau Human Resources process; and advises, assists, and provides consultation on human resources related issues.

2.    Authority Re-delegated.  Personnel management authority is delegated to the USGS Director by 220 DM 10.1, subject to limitations established by 205 DM 8 and 220 DM 10.3.  The Deputy Director for Administration and Policy and the Deputy Director for Operations are authorized to exercise all the Director’s authorities (see SM 200.1).  Personnel management authority is further re-delegated to the Associate Director for Administration and is further delegated to the Deputy Associate Director for Human Capital who also serves as the Bureau Human Resources Officer.  Subject to the limitations of 220 DM 10.1 and 205 DM 8, the Bureau Human Resources Officer re-delegates personnel management authority as described in:

  • Appendix A – Jurisdiction of Human Resources Office; 
  • Appendix B – USGS Delegations of Personnel Management Authority; 
  • Appendix C – Generic Delegation Levels Established to Facilitate Common Business Practices; 
  • Appendix D – Delegation of Authority – Details; 
  • Appendix E – Authorization to Administer Oaths; 
  • Appendix F – Requesting Approval of Personnel Actions; and
  • Appendix G – Procedures for Implementing a Reduction-in-Force. 

Note: Classification authority can only be re-delegated to Human Resources (HR) Specialists who have been trained and oriented in all position classification legal and regulatory responsibilities prior to receiving the authority.  This delegation must be made in writing and specify the statutory and regulatory classification responsibilities being delegated.  This includes authority to determine and certify the title, pay plan, series and grade of positions in accordance with controlling position classification standards, regulations, statutory requirements as well as the Department of the Interior’s Position Management and Position Classification Policy Handbook.  This authority will not be re-delegated to non-Federal employees.  

Managers and supervisors do not relinquish the power to exercise the authorities delegated to their subordinates (see SM 200.2, Re-delegations).  In accordance with Office of Personnel Management requirements, official personnel folders, employee performance files, and employee medical folders are maintained by the Human Resources Office.

3.    Policy.  All personnel actions taken are to be aligned with the Bureau strategic goals and consistent with the Bureau's workforce plan.  The USGS uses position management to determine the need for filling vacancies.
