The County of Monmouth recently purchased a parcel of land in a rapidly urbanizing area of Monmouth County, New Jersey. The Monmouth County Park System (MCPS) in partnership with the Manasquan River Watershed Association (MRWA) plans to return the land to a more natural state and has received funding from the New Jersey State Wetlands Mitigation Council for a stream restoration project on an upstream reach of the Manasquan River adjacent to Turkey Swamp Park. Before the restoration can proceed the MRWA needs to produce a water budget for the site to determine if the project is capable of supporting wetland plant material over the long-term.

STUDY OBJECTIVES:
The overall goal of the project is to estimate a water budget at the study site for a wet, a dry, and an average precipitation year. These budgets will be based on data collected on-site during April 2008 – March of 2009 and historical information from the area.
The study objectives are:
- Collect information on Manasquan River streamflow at the site, and ground-water levels from the left bank drainage.
- Retrieve daily precipitation and evapotranspiration data from weather stations that would most closely match values seen at the site.
- Based on the above information, and other ancillary hydraulic data, determine the water budget for the proposed wetland for one year.
- Based on the year-long water budget and historic flow and climate data, estimate water budgets for conditions of average precipitation, drier-than-average precipitation, and wetter-than-average precipitation

STRATEGY AND APPROACH:
The approach is to develop a water budget for the proposed wetlands following methods described in the draft report, “Regionalized Water Budget Manual for Compensatory Wetland Mitigation Sites in New Jersey”, by Jason Lewis and Christine Wieben (written communication, 2007). This report will be the basis for NJDEP water budget requirements for created wetlands in the state. The water budget for this study will be based on the following equation:
S = [P + Si + Gi ] – [ET + So + Go]
where
S = change in volume of water storage in a defined area over time
P = precipitation
Si = surface-water inflow
Gi = ground-water inflow
ET = evapotranspiration
So = surface-water outflow
Go = ground-water outflow
Calculations will be done on a daily basis.
The primary source of water to the site is assumed to be the stream. The wetland is assumed to be designed so that it will be periodically flooded from storm flows in the stream. Ground-water discharge is believed to be a secondary water source.
