The NJDEP is conducting a Water Supply Assessment of Northeast NJ and would like the District to help in that assessment, provide modeling tools to project flows, and provide technical assistance. The goals of this project are associated with water supply within the region.

STUDY OBJECTIVES:
- Prepare background documentation on droughts (1930s through 2002) and impacts on streamflow and reservoirs.
- Provide an analysis of present water supply needs in relation to past drought declarations.
- Estimate groundwater availability including the completion of the Ramapo groundwater modeling study and the use of previously developed groundwater models that evaluated aquifer dependable yield.
- Simulate stream flow data for various drought and potential climate change scenarios to be used in conjunction with the Management/Operation Model to be developed by NJDEP and their Contractors.
- Provide technical expertise for the development of the Passaic-Hackensack Watershed Water Supply Alternatives Feasibility Study
STATEMENT OF PROBLEM:
The NJDEP is conducting a Water Supply Assessment of Northeast NJ and would like the District to help in that assessment, provide modeling tools to project flows, and provide technical assistance.
STRATEGY AND APPROACH:
The project will consist of four major tasks covering the first four objectives outlined in the Objectives section of this work plan. It is anticipated that the project will be a three-year effort. The approach will involve the maximum utilization of data and models developed through previous studies of the project area, which include:
- Reconstruction of Streamflow in the Passaic and Hackensack River Basins;
- the Passaic River DAFLOW modeling study;
- further development of a watershed model (utilizing TOPMODEL) that evaluates annual water budgets and incorporates long-term climate, topography, soils, impervious surface, and water withdrawal data; and
- a detailed investigation of groundwater-surface water interactions in the Ramapo Basin. Substantial savings in time and expense will be realized by adapting models developed as part of these previous studies to meet the objectives of this project
Because of the extensive knowledge and experience of the water resources of the State of New Jersey within the N.J. District of USGS, the NJDEP has requested that in addition to the project work contained in this proposal that District staff be available for technical assistance and participation on an advisory committee for the feasibility study.
