OPR: Assistant Director for Intergovernmental Affairs
1. Establishment. Originally established by Memorandum of Understanding signed February 10, 1972, by the Administrator, National Oceanic and Atmospheric Administration (NOAA), and the Director, U.S. Geological Survey (USGS). Revised version approved by Administrator of NOAA on May 20, 1982 and Director, USGS, on June 1, 1982.
2. Purpose or Function. It is in the national interest that related program responsibilities of NOAA and the USGS be closely coordinated and mutually supportive, and that the boundaries between those pro grams be clearly understood by both parties. The duties and responsibilities of the NOAA/USGS Interagency Committee for Program Coordination are:
A. To coordinate related programs within the full range of interface between the two agencies. These include programs involving the following activities:
(1) Data and information management.
(2) Marine geology and geophysics.
(3) Hydrology.
(4) Mapping, charting, and geodetic surveys.
(5) Earth resource investigations from space.
B. To arrange for cooperation and support in the operational conduct of related programs.
C. To provide for the exchange of data, information, and findings of mutual concern.
D. To exchange budget information during the preparation stages, and to share information and budgetary implications whenever appropriate.
3. Representation.
Co-Chairpersons: Associate Director, USGS Associate Administrator, NOAA
Executive Secretariat: Assistant Director for Intergovernmental Affairs, USGS, and Chief of Planning and Management, Charting and Geodetic Services, NOAA.
Members: Each agency shall appoint a policy level official to serve as Subcommittee Co-Chairpersons of each of the permanent Subcommittees as identified in paragraph 6.
4. Staff. To be provided by the Co-Chairpersons.
5. Meetings. The Committee will meet semi-annually, or at the discretion of the Co-Chairpersons.
6. Permanent Subcommittees. Earth Observations from Space; Mapping, Charting, and Geodesy; Data and Information Management; Hydrology; and Marine Programs.
7. Termination Date. None. The Committee will continue to function until either party declares its abolition in writing. The charter for this Committee shall be reviewed every 3 years.
